The EU's evolving rating scheme reflects this shift toward granularity directly. Draft regulatory amendments under consultation would require that renewable energy guarantees of origin used to calculate a facility's Renewable Energy Factor relate specifically to the 15-minute production periods coinciding with the facility's actual consumption, and to production located within the same bidding zone — a much more granular and geographically specific requirement than simple annual offsetting previously demanded.

But as the EU's rating scheme moves toward this more granular standard, and as institutional investors and sophisticated tenants increasingly scrutinise the difference between annual and hourly matching claims, the commercial value of genuine 24/7 procurement is rising even where full achievement remains aspirational rather than fully realised.
